NOT UNUSUAL IN GOA Political affiliation of assembly-Speaker with ruling party is root-cause of biased decisions saving governments in states like has happened in Goa . Same happens when politically affiliated governors have to take decision on inviting a person to form Government. Also slim majority of a ruling party/alliance causes immorality in public life inducing political blackmail and high-level corruption involving heavy monetary amounts as bribe to MLAs. No political party has ever wished to reform the system because every party benefits from present system at one time or the other. Speaker, Deputy Speaker and Chief Minister should all be elected simultaneously by secret and compulsory vote of all MLAs through EVMs on nominations signed by at least one-third members within three days of announcement of poll-results. Such elected persons may only be removed by same process but with compulsion to name alternate incumbent in the same motion. Best is to have only non-members having contested no elections in last one year of general elections as ministers to prevent blackmailing to become ministers.
