CHIEF MINISTER VOTING AS MP It was not proper that Uttarakhand Chief Minister BC Khanduri was allowed to vote in Presidential elections in capacity as Parliamentarian. It may be noted that controversial deciding vote of the then Orissa Chief Minister Girdhar Gomango caused defeat of Atal Bihari Vajpayee government in the Lok Sabha dragging nation into a costly mid-term election. System should be that an MP may have to resign first from his/her Parliamentary seat before taking oath as a minister in a state and vice-versa. (Also to end with unnecessary by-elections caused due to simultaneous win of a person from two constituencies or for both Lok Sabha and Vidhan Sabha, a person must not be allowed to contest from more than one constituency or for both Lok Sabha and Vidhan Sabha.) Waste of costly votes in Presidential or Vice Presidential elections by abstaining of MPs/MLAs should not be allowed by making it compulsory to vote. Absenteeism for reasonable cause may be allowed by Election Commission. Otherwise membership of the absentee voter may be cancelled from Parliament or State Assembly.
